百年大計,教(jiao)育(yu)(yu)為(wei)本;教(jiao)育(yu)(yu)大計,教(jiao)師為(wei)本。為(wei)深入貫(guan)徹落實(shi)黨的十九大精神(shen),造就黨和人(ren)民滿(man)(man)意的高素質(zhi)專(zhuan)業化創(chuang)新型教(jiao)師隊(dui)伍,落實(shi)立德樹(shu)人(ren)根本任務,培養(yang)德智(zhi)體(ti)美全面發(fa)展(zhan)的社會主義(yi)建(jian)設者和接班人(ren),全面提(ti)(ti)升國(guo)民素質(zhi)和人(ren)力資源質(zhi)量(liang),加(jia)快教(jiao)育(yu)(yu)現代(dai)化,建(jian)設教(jiao)育(yu)(yu)強國(guo),辦好人(ren)民滿(man)(man)意的教(jiao)育(yu)(yu),為(wei)決勝全面建(jian)成小康社會、奪(duo)取新時(shi)代(dai)中(zhong)國(guo)特(te)色(se)社會主義(yi)偉大勝利、實(shi)現中(zhong)華民族(zu)偉大復興(xing)的中(zhong)國(guo)夢(meng)奠定(ding)堅實(shi)基(ji)礎,現就全面深化新時(shi)代(dai)教(jiao)師隊(dui)伍建(jian)設改革(ge)提(ti)(ti)出如(ru)下(xia)意見。

  一(yi)、堅持興國必先強師,深刻認識(shi)教師隊伍建設的重要意(yi)義(yi)和總體(ti)要求

  1.戰略意(yi)義。教(jiao)師承擔著(zhu)傳播知(zhi)識、傳播思(si)想、傳播真理的(de)歷史使(shi)命(ming),肩負著(zhu)塑造(zao)靈魂(hun)、塑造(zao)生命(ming)、塑造(zao)人(ren)的(de)時代重任,是教(jiao)育發展的(de)第一(yi)資(zi)源,是國家(jia)富強(qiang)、民(min)族振興、人(ren)民(min)幸(xing)福的(de)重要基石。黨(dang)和國家(jia)歷來高度(du)重視教(jiao)師工作(zuo)。黨(dang)的(de)十八大(da)以(yi)來,以(yi)習(xi)近平同志為核心的(de)黨(dang)中央(yang)將教(jiao)師隊(dui)伍(wu)建設(she)擺在突出(chu)位(wei)置,作(zuo)出(chu)一(yi)系列(lie)重大(da)決策部署,各地區各部門和各級各類學校采(cai)取有(you)力措施認(ren)真貫(guan)徹(che)落實,教(jiao)師隊(dui)伍(wu)建設(she)取得顯著(zhu)成(cheng)就。廣大(da)教(jiao)師牢記使(shi)命(ming)、不(bu)忘初衷,愛(ai)崗敬業、教(jiao)書育人(ren),改(gai)革創新、服務社會,作(zuo)出(chu)了重要貢獻(xian)。

  當今世界正(zheng)處在(zai)大(da)(da)(da)發(fa)展大(da)(da)(da)變革大(da)(da)(da)調整之中(zhong),新(xin)一輪(lun)科(ke)技(ji)和(he)(he)工(gong)業革命正(zheng)在(zai)孕育(yu)(yu),新(xin)的(de)(de)增(zeng)長(chang)動能(neng)不(bu)(bu)斷(duan)積聚。中(zhong)國(guo)(guo)(guo)特色社(she)會(hui)主義(yi)進入(ru)了(le)新(xin)時代,開啟了(le)全(quan)面(mian)建設(she)社(she)會(hui)主義(yi)現(xian)代化國(guo)(guo)(guo)家的(de)(de)新(xin)征(zheng)程。我國(guo)(guo)(guo)社(she)會(hui)主要(yao)矛(mao)盾已經轉化為(wei)人(ren)民(min)(min)日(ri)益(yi)增(zeng)長(chang)的(de)(de)美好生活需(xu)(xu)要(yao)和(he)(he)不(bu)(bu)平衡不(bu)(bu)充分的(de)(de)發(fa)展之間(jian)的(de)(de)矛(mao)盾,人(ren)民(min)(min)對公平而(er)有(you)質(zhi)量(liang)的(de)(de)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)的(de)(de)向往更加(jia)迫切。面(mian)對新(xin)方(fang)位、新(xin)征(zheng)程、新(xin)使命,教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)隊伍(wu)建設(she)還(huan)不(bu)(bu)能(neng)完全(quan)適(shi)應(ying)。有(you)的(de)(de)地(di)方(fang)對教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)和(he)(he)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)工(gong)作(zuo)(zuo)重(zhong)視不(bu)(bu)夠,在(zai)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)事(shi)業發(fa)展中(zhong)重(zhong)硬件(jian)輕軟(ruan)件(jian)、重(zhong)外(wai)延輕內涵(han)的(de)(de)現(xian)象還(huan)比較突出(chu),對教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)隊伍(wu)建設(she)的(de)(de)支(zhi)持(chi)力(li)(li)度亟(ji)須加(jia)大(da)(da)(da);師(shi)(shi)范(fan)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)體(ti)系(xi)有(you)所削弱,對師(shi)(shi)范(fan)院校支(zhi)持(chi)不(bu)(bu)夠;有(you)的(de)(de)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)素(su)質(zhi)能(neng)力(li)(li)難以適(shi)應(ying)新(xin)時代人(ren)才培養需(xu)(xu)要(yao),思想(xiang)政(zheng)(zheng)治素(su)質(zhi)和(he)(he)師(shi)(shi)德水平需(xu)(xu)要(yao)提升,專(zhuan)業化水平需(xu)(xu)要(yao)提高;教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)特別(bie)是中(zhong)小(xiao)學教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)職業吸引力(li)(li)不(bu)(bu)足,地(di)位待遇有(you)待提高;教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)城鄉結構、學科(ke)結構分布不(bu)(bu)盡合理,準入(ru)、招聘、交(jiao)流、退出(chu)等機制還(huan)不(bu)(bu)夠完善,管理體(ti)制機制亟(ji)須理順。時代越是向前,知識(shi)(shi)和(he)(he)人(ren)才的(de)(de)重(zhong)要(yao)性(xing)就愈(yu)發(fa)突出(chu),教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)和(he)(he)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)的(de)(de)地(di)位和(he)(he)作(zuo)(zuo)用就愈(yu)發(fa)凸(tu)顯。各級(ji)黨委和(he)(he)政(zheng)(zheng)府要(yao)從戰(zhan)略(lve)和(he)(he)全(quan)局高度充分認識(shi)(shi)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)工(gong)作(zuo)(zuo)的(de)(de)極端重(zhong)要(yao)性(xing),把全(quan)面(mian)加(jia)強教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)隊伍(wu)建設(she)作(zuo)(zuo)為(wei)一項重(zhong)大(da)(da)(da)政(zheng)(zheng)治任務和(he)(he)根(gen)本(ben)性(xing)民(min)(min)生工(gong)程切實抓緊抓好。

  2.指(zhi)導思(si)(si)想(xiang)。全面(mian)(mian)(mian)貫徹落實(shi)黨(dang)(dang)的十九大(da)精神,以(yi)習近(jin)平(ping)新(xin)時代中國特色社(she)會主(zhu)義(yi)思(si)(si)想(xiang)為(wei)指(zhi)導,緊緊圍(wei)繞統籌推進(jin)“五位(wei)一體(ti)”總體(ti)布局和(he)協調(diao)推進(jin)“四個全面(mian)(mian)(mian)”戰略布局,堅(jian)持和(he)加(jia)強黨(dang)(dang)的全面(mian)(mian)(mian)領導,堅(jian)持以(yi)人(ren)民為(wei)中心的發展思(si)(si)想(xiang),堅(jian)持全面(mian)(mian)(mian)深化改革(ge),牢固樹立(li)新(xin)發展理念,全面(mian)(mian)(mian)貫徹黨(dang)(dang)的教(jiao)(jiao)育(yu)方針,堅(jian)持社(she)會主(zhu)義(yi)辦(ban)學(xue)方向,落實(shi)立(li)德樹人(ren)根本任務(wu),遵循教(jiao)(jiao)育(yu)規(gui)(gui)律(lv)和(he)教(jiao)(jiao)師(shi)(shi)成長發展規(gui)(gui)律(lv),加(jia)強師(shi)(shi)德師(shi)(shi)風建設,培(pei)養高素(su)質教(jiao)(jiao)師(shi)(shi)隊伍,倡(chang)導全社(she)會尊師(shi)(shi)重(zhong)教(jiao)(jiao),形成優秀人(ren)才爭(zheng)相從(cong)教(jiao)(jiao)、教(jiao)(jiao)師(shi)(shi)人(ren)人(ren)盡展其(qi)才、好教(jiao)(jiao)師(shi)(shi)不斷涌現(xian)的良(liang)好局面(mian)(mian)(mian)。

  3.基本(ben)原則(ze)

  ——確保方(fang)向(xiang)。堅(jian)持(chi)黨管干部(bu)、黨管人才,堅(jian)持(chi)依法治(zhi)教(jiao)(jiao)、依法執教(jiao)(jiao),堅(jian)持(chi)嚴(yan)格管理監督與激勵關懷相結合,充(chong)分發(fa)揮(hui)黨委(黨組)的領(ling)導和把(ba)關作用,確保黨牢牢掌握教(jiao)(jiao)師隊伍建(jian)設的領(ling)導權(quan),保證教(jiao)(jiao)師隊伍建(jian)設正確的政治(zhi)方(fang)向(xiang)。

  ——強(qiang)化保(bao)障。堅持(chi)教(jiao)育優(you)先(xian)發(fa)展戰略,把(ba)教(jiao)師(shi)工(gong)作(zuo)置于(yu)教(jiao)育事業(ye)發(fa)展的(de)重(zhong)點支持(chi)戰略領域,優(you)先(xian)謀(mou)劃教(jiao)師(shi)工(gong)作(zuo),優(you)先(xian)保(bao)障教(jiao)師(shi)工(gong)作(zuo)投(tou)入,優(you)先(xian)滿(man)足教(jiao)師(shi)隊伍建設需要。

  ——突出(chu)師德。把提高教師思(si)想政治素質和職業(ye)道德水平擺在首要位(wei)置,把社會主義核心(xin)價值觀貫穿教書育人全(quan)(quan)過程(cheng),突出(chu)全(quan)(quan)員全(quan)(quan)方(fang)位(wei)全(quan)(quan)過程(cheng)師德養成,推動教師成為(wei)先(xian)進思(si)想文化(hua)的(de)傳(chuan)播者(zhe)、黨執政的(de)堅定支持者(zhe)、學生健康成長的(de)指導者(zhe)。

  ——深化改(gai)(gai)革(ge)。抓(zhua)住關鍵環節,優(you)化頂層設計,推動實踐探(tan)索,破解發(fa)展瓶頸,把(ba)(ba)管理(li)體(ti)制改(gai)(gai)革(ge)與(yu)機制創新作為突破口,把(ba)(ba)提高教(jiao)師地位待遇作為真招實招,增強教(jiao)師職業吸引力。

  ——分類(lei)施(shi)策(ce)。立足(zu)我(wo)國(guo)國(guo)情,借鑒國(guo)際經驗,根據各級各類(lei)教(jiao)師(shi)(shi)的(de)不同特(te)點和發展(zhan)實際,考慮(lv)區域、城鄉、校際差異,采取有針對性的(de)政策(ce)舉措,定向發力,重視專(zhuan)業發展(zhan),培養一(yi)批(pi)教(jiao)師(shi)(shi);加大資源供(gong)給,補充一(yi)批(pi)教(jiao)師(shi)(shi);創(chuang)新體(ti)制機(ji)制,激活一(yi)批(pi)教(jiao)師(shi)(shi);優化隊伍結構(gou),調配一(yi)批(pi)教(jiao)師(shi)(shi)。

  4.目標任務。經過(guo)5年(nian)左右努力(li)(li),教(jiao)師培養培訓體(ti)(ti)系基本健全,職(zhi)業發展(zhan)通(tong)道(dao)比(bi)較(jiao)暢通(tong),事權人(ren)權財權相統(tong)一的教(jiao)師管理(li)體(ti)(ti)制普遍建立,待(dai)遇提(ti)升保障機制更加完善,教(jiao)師職(zhi)業吸引力(li)(li)明(ming)顯增強(qiang)。教(jiao)師隊伍規(gui)模、結構、素質能力(li)(li)基本滿(man)足各級各類教(jiao)育發展(zhan)需要。

  到(dao)2035年,教(jiao)(jiao)(jiao)師綜合素質、專業(ye)(ye)化(hua)(hua)水平和創新能力(li)大幅提升,培(pei)養造就數以(yi)(yi)百萬(wan)(wan)計(ji)的骨干教(jiao)(jiao)(jiao)師、數以(yi)(yi)十萬(wan)(wan)計(ji)的卓(zhuo)越教(jiao)(jiao)(jiao)師、數以(yi)(yi)萬(wan)(wan)計(ji)的教(jiao)(jiao)(jiao)育家型教(jiao)(jiao)(jiao)師。教(jiao)(jiao)(jiao)師管理體(ti)制機(ji)制科學(xue)(xue)高效,實(shi)現教(jiao)(jiao)(jiao)師隊伍治理體(ti)系(xi)和治理能力(li)現代化(hua)(hua)。教(jiao)(jiao)(jiao)師主動適應信(xin)息化(hua)(hua)、人(ren)工(gong)智能等新技(ji)術變(bian)革,積極有效開展教(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)學(xue)(xue)。尊(zun)師重教(jiao)(jiao)(jiao)蔚然(ran)成風,廣大教(jiao)(jiao)(jiao)師在崗位上有幸福感、事業(ye)(ye)上有成就感、社會上有榮(rong)譽(yu)感,教(jiao)(jiao)(jiao)師成為讓(rang)人(ren)羨慕的職業(ye)(ye)。

  二、著(zhu)力提升思想(xiang)政治(zhi)素質,全面加強師德師風建設

  5.加強教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)支部(bu)和(he)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)員(yuan)隊伍建設。將全(quan)(quan)面從嚴治(zhi)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)要求落實到(dao)每個教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)支部(bu)和(he)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)員(yuan),把(ba)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)的(de)(de)政治(zhi)建設擺在首位,用(yong)習(xi)近平新時代中國特色社會主義(yi)思想(xiang)武裝頭(tou)腦,充分(fen)發揮(hui)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)支部(bu)教(jiao)(jiao)(jiao)育(yu)管理監(jian)督(du)(du)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)員(yuan)和(he)宣傳引導(dao)凝聚師(shi)(shi)(shi)(shi)(shi)(shi)生的(de)(de)戰(zhan)斗堡壘作(zuo)用(yong),充分(fen)發揮(hui)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)員(yuan)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)的(de)(de)先鋒(feng)模范作(zuo)用(yong)。選優(you)配(pei)強教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)支部(bu)書(shu)記(ji),注重(zhong)選拔黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)性強、業務精(jing)、有(you)威信、肯奉(feng)獻的(de)(de)優(you)秀(xiu)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)員(yuan)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)擔(dan)任教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)支部(bu)書(shu)記(ji),實施教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)支部(bu)書(shu)記(ji)“雙帶頭(tou)人”培(pei)育(yu)工(gong)程(cheng),定期(qi)開展教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)支部(bu)書(shu)記(ji)輪(lun)訓(xun)。堅持黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)的(de)(de)組織生活各項制度,創新方式方法,增(zeng)強黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)的(de)(de)組織生活活力(li)。健(jian)全(quan)(quan)主題(ti)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)日(ri)活動制度,加強黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)員(yuan)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)日(ri)常(chang)管理監(jian)督(du)(du)。推(tui)進“兩學一(yi)做”學習(xi)教(jiao)(jiao)(jiao)育(yu)常(chang)態化制度化,開展“不忘初心(xin)、牢(lao)記(ji)使命”主題(ti)教(jiao)(jiao)(jiao)育(yu),引導(dao)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)員(yuan)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)增(zeng)強政治(zhi)意(yi)(yi)識、大(da)局(ju)意(yi)(yi)識、核心(xin)意(yi)(yi)識、看齊意(yi)(yi)識,自覺愛黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)護黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)為黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang),敬業修(xiu)德,奉(feng)獻社會,爭做“四有(you)”好教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)的(de)(de)示范標桿(gan)。重(zhong)視做好在優(you)秀(xiu)青(qing)年教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)、海外留學歸國教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)中發展黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)員(yuan)工(gong)作(zuo)。健(jian)全(quan)(quan)把(ba)骨(gu)干教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)培(pei)養成黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)員(yuan),把(ba)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)員(yuan)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)培(pei)養成教(jiao)(jiao)(jiao)學、科研、管理骨(gu)干的(de)(de)“雙培(pei)養”機(ji)制。

  配齊建強高等學(xue)校(xiao)思想政治工作(zuo)(zuo)隊(dui)伍和黨務工作(zuo)(zuo)隊(dui)伍,完善選拔、培養、激(ji)勵機(ji)制,形成一支專職為主、專兼(jian)結合、數量充足(zu)、素質優良的(de)工作(zuo)(zuo)力量。把從事(shi)學(xue)生(sheng)思想政治教(jiao)育計(ji)入高等學(xue)校(xiao)思想政治工作(zuo)(zuo)兼(jian)職教(jiao)師的(de)工作(zuo)(zuo)量,作(zuo)(zuo)為職稱評審的(de)重要依(yi)據,進一步增強開展思想政治工作(zuo)(zuo)的(de)積(ji)極(ji)性和主動(dong)性。

  6.提高思(si)想政治素質。加(jia)強(qiang)理(li)想信念教育,深(shen)(shen)入(ru)學習領會(hui)習近平(ping)新時代中國(guo)(guo)(guo)特(te)色社(she)會(hui)主(zhu)義(yi)思(si)想,引(yin)(yin)導(dao)(dao)教師樹立(li)正確的歷史觀、民族(zu)觀、國(guo)(guo)(guo)家觀、文(wen)化觀,堅定(ding)中國(guo)(guo)(guo)特(te)色社(she)會(hui)主(zhu)義(yi)道(dao)路自(zi)信、理(li)論(lun)自(zi)信、制度自(zi)信、文(wen)化自(zi)信。引(yin)(yin)導(dao)(dao)教師準確理(li)解和把握(wo)社(she)會(hui)主(zhu)義(yi)核(he)(he)心價(jia)值(zhi)觀的深(shen)(shen)刻內涵,增強(qiang)價(jia)值(zhi)判斷、選擇、塑造能力,帶頭踐(jian)行(xing)社(she)會(hui)主(zhu)義(yi)核(he)(he)心價(jia)值(zhi)觀。引(yin)(yin)導(dao)(dao)廣大教師充分認識中國(guo)(guo)(guo)教育輝煌成(cheng)就,扎根中國(guo)(guo)(guo)大地,辦好中國(guo)(guo)(guo)教育。

  20.明確(que)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)的(de)(de)特(te)別(bie)重要(yao)(yao)地(di)位(wei)(wei)(wei)。突(tu)顯教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)職(zhi)業的(de)(de)公(gong)共屬性(xing),強(qiang)化教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)承擔的(de)(de)國(guo)家使命和(he)公(gong)共教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)服務的(de)(de)職(zhi)責,確(que)立公(gong)辦中小學教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)作為國(guo)家公(gong)職(zhi)人(ren)員特(te)殊的(de)(de)法律地(di)位(wei)(wei)(wei),明確(que)中小學教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)的(de)(de)權利和(he)義務,強(qiang)化保障和(he)管理。各級黨委和(he)政(zheng)(zheng)府要(yao)(yao)切實負起中小學教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)保障責任(ren),提升(sheng)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)的(de)(de)政(zheng)(zheng)治(zhi)地(di)位(wei)(wei)(wei)、社會地(di)位(wei)(wei)(wei)、職(zhi)業地(di)位(wei)(wei)(wei),吸引和(he)穩(wen)定優秀(xiu)人(ren)才從教(jiao)(jiao)(jiao)(jiao)(jiao)。公(gong)辦中小學教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)要(yao)(yao)切實履行作為國(guo)家公(gong)職(zhi)人(ren)員的(de)(de)義務,強(qiang)化國(guo)家責任(ren)、政(zheng)(zheng)治(zhi)責任(ren)、社會責任(ren)和(he)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)責任(ren)。

  21.完善中(zhong)小(xiao)學(xue)教(jiao)師(shi)待遇保(bao)(bao)障機制。健全中(zhong)小(xiao)學(xue)教(jiao)師(shi)工(gong)資(zi)(zi)長效(xiao)(xiao)(xiao)聯(lian)動(dong)機制,核定(ding)績(ji)(ji)效(xiao)(xiao)(xiao)工(gong)資(zi)(zi)總(zong)量時統籌考慮當(dang)地公務(wu)員實際收(shou)入水(shui)平,確保(bao)(bao)中(zhong)小(xiao)學(xue)教(jiao)師(shi)平均(jun)工(gong)資(zi)(zi)收(shou)入水(shui)平不低于(yu)或高于(yu)當(dang)地公務(wu)員平均(jun)工(gong)資(zi)(zi)收(shou)入水(shui)平。完善教(jiao)師(shi)收(shou)入分(fen)配激(ji)勵機制,有效(xiao)(xiao)(xiao)體現(xian)教(jiao)師(shi)工(gong)作量和(he)工(gong)作績(ji)(ji)效(xiao)(xiao)(xiao),績(ji)(ji)效(xiao)(xiao)(xiao)工(gong)資(zi)(zi)分(fen)配向班主任和(he)特殊教(jiao)育教(jiao)師(shi)傾斜。實行中(zhong)小(xiao)學(xue)校長職級制的(de)地區,根據(ju)實際實施(shi)相應(ying)的(de)校長收(shou)入分(fen)配辦(ban)法。

  22.大力提升鄉(xiang)(xiang)(xiang)村(cun)(cun)(cun)(cun)(cun)教(jiao)(jiao)師(shi)待遇。深入實施鄉(xiang)(xiang)(xiang)村(cun)(cun)(cun)(cun)(cun)教(jiao)(jiao)師(shi)支持計劃(hua),關心(xin)鄉(xiang)(xiang)(xiang)村(cun)(cun)(cun)(cun)(cun)教(jiao)(jiao)師(shi)生(sheng)活(huo)。認真落實艱苦(ku)邊遠(yuan)地區津貼等政(zheng)策(ce),全面(mian)(mian)落實集中連片特困(kun)地區鄉(xiang)(xiang)(xiang)村(cun)(cun)(cun)(cun)(cun)教(jiao)(jiao)師(shi)生(sheng)活(huo)補助政(zheng)策(ce),依據學(xue)校艱苦(ku)邊遠(yuan)程度實行(xing)差別化(hua)補助,鼓勵有條件(jian)的地方(fang)提高補助標準,努力惠及更多鄉(xiang)(xiang)(xiang)村(cun)(cun)(cun)(cun)(cun)教(jiao)(jiao)師(shi)。加(jia)強鄉(xiang)(xiang)(xiang)村(cun)(cun)(cun)(cun)(cun)教(jiao)(jiao)師(shi)周轉宿舍建(jian)設(she),按規(gui)定將符合條件(jian)的教(jiao)(jiao)師(shi)納入當地住(zhu)房保障范圍,讓鄉(xiang)(xiang)(xiang)村(cun)(cun)(cun)(cun)(cun)教(jiao)(jiao)師(shi)住(zhu)有所居。拿出務實舉措(cuo),幫助鄉(xiang)(xiang)(xiang)村(cun)(cun)(cun)(cun)(cun)青年(nian)教(jiao)(jiao)師(shi)解決困(kun)難,關心(xin)鄉(xiang)(xiang)(xiang)村(cun)(cun)(cun)(cun)(cun)青年(nian)教(jiao)(jiao)師(shi)工作生(sheng)活(huo),鞏固鄉(xiang)(xiang)(xiang)村(cun)(cun)(cun)(cun)(cun)青年(nian)教(jiao)(jiao)師(shi)隊伍。在培訓、職稱評聘(pin)、表彰獎勵等方(fang)面(mian)(mian)向鄉(xiang)(xiang)(xiang)村(cun)(cun)(cun)(cun)(cun)青年(nian)教(jiao)(jiao)師(shi)傾斜,優化(hua)鄉(xiang)(xiang)(xiang)村(cun)(cun)(cun)(cun)(cun)青年(nian)教(jiao)(jiao)師(shi)發展環(huan)境,加(jia)快鄉(xiang)(xiang)(xiang)村(cun)(cun)(cun)(cun)(cun)青年(nian)教(jiao)(jiao)師(shi)成(cheng)長步伐。為鄉(xiang)(xiang)(xiang)村(cun)(cun)(cun)(cun)(cun)教(jiao)(jiao)師(shi)配備相應設(she)施,豐富精神文化(hua)生(sheng)活(huo)。

  23.維護民(min)辦學(xue)(xue)(xue)校(xiao)(xiao)(xiao)教(jiao)師權益。完善學(xue)(xue)(xue)校(xiao)(xiao)(xiao)、個人、政府合(he)理分擔的民(min)辦學(xue)(xue)(xue)校(xiao)(xiao)(xiao)教(jiao)師社會保障機制,民(min)辦學(xue)(xue)(xue)校(xiao)(xiao)(xiao)應(ying)與教(jiao)師依(yi)法(fa)(fa)簽訂合(he)同,按時足(zu)額(e)支付工(gong)資,保障其(qi)福利待遇和其(qi)他合(he)法(fa)(fa)權益,并為(wei)教(jiao)師足(zu)額(e)繳納(na)社會保險費和住房公(gong)積(ji)金(jin)。依(yi)法(fa)(fa)保障和落實民(min)辦學(xue)(xue)(xue)校(xiao)(xiao)(xiao)教(jiao)師在(zai)業務(wu)培(pei)訓、職務(wu)聘任、教(jiao)齡(ling)和工(gong)齡(ling)計算、表彰獎(jiang)勵(li)、科研立項等(deng)方面享(xiang)有與公(gong)辦學(xue)(xue)(xue)校(xiao)(xiao)(xiao)教(jiao)師同等(deng)權利。

  24.推(tui)進高等學(xue)校(xiao)(xiao)教(jiao)(jiao)師(shi)薪酬制度改革。建(jian)立體(ti)現以增加(jia)知識價值(zhi)為導向的(de)(de)收(shou)(shou)(shou)入(ru)分配機制,擴(kuo)大(da)高等學(xue)校(xiao)(xiao)收(shou)(shou)(shou)入(ru)分配自(zi)主權,高等學(xue)校(xiao)(xiao)在核(he)定的(de)(de)績(ji)效(xiao)工資(zi)(zi)總(zong)量(liang)內(nei)自(zi)主確定收(shou)(shou)(shou)入(ru)分配辦法(fa)。高等學(xue)校(xiao)(xiao)教(jiao)(jiao)師(shi)依法(fa)取得(de)的(de)(de)科技成果轉化獎(jiang)勵收(shou)(shou)(shou)入(ru),不納入(ru)本(ben)單位(wei)工資(zi)(zi)總(zong)額基(ji)數(shu)。完善適應(ying)高等學(xue)校(xiao)(xiao)教(jiao)(jiao)學(xue)崗(gang)位(wei)特點(dian)的(de)(de)內(nei)部(bu)激(ji)勵機制,對專職從(cong)事教(jiao)(jiao)學(xue)的(de)(de)人員,適當(dang)提高基(ji)礎性績(ji)效(xiao)工資(zi)(zi)在績(ji)效(xiao)工資(zi)(zi)中的(de)(de)比重,加(jia)大(da)對教(jiao)(jiao)學(xue)型(xing)名師(shi)的(de)(de)崗(gang)位(wei)激(ji)勵力度。

  25.提升教(jiao)師(shi)社會地位。加大(da)教(jiao)師(shi)表(biao)彰(zhang)(zhang)力度。大(da)力宣(xuan)傳教(jiao)師(shi)中的(de)“時代楷模”和“最美教(jiao)師(shi)”。開展國家(jia)(jia)級教(jiao)學名師(shi)、國家(jia)(jia)級教(jiao)學成果獎評(ping)選(xuan)表(biao)彰(zhang)(zhang),重(zhong)點獎勵(li)(li)貢獻(xian)突出(chu)的(de)教(jiao)學一(yi)線教(jiao)師(shi)。做好(hao)特級教(jiao)師(shi)評(ping)選(xuan),發揮(hui)引(yin)領作用。做好(hao)鄉村學校從教(jiao)30年教(jiao)師(shi)榮譽(yu)證書頒發工作。各地要(yao)按照國家(jia)(jia)有關規定,因地制宜開展多種形式(shi)的(de)教(jiao)師(shi)表(biao)彰(zhang)(zhang)獎勵(li)(li)活動(dong),并落實相(xiang)關優待政策。鼓勵(li)(li)社會團體(ti)、企事(shi)業單位、民間組織(zhi)對教(jiao)師(shi)出(chu)資獎勵(li)(li),開展尊師(shi)活動(dong),營造尊師(shi)重(zhong)教(jiao)良好(hao)社會風尚。

  建(jian)設現(xian)代(dai)學(xue)校(xiao)(xiao)(xiao)制度,體現(xian)以人為本,突出教師(shi)(shi)主體地位,落實教師(shi)(shi)知情權(quan)、參(can)與(yu)權(quan)、表達權(quan)、監督(du)權(quan)。建(jian)立健全教職(zhi)工代(dai)表大(da)會制度,保(bao)障教師(shi)(shi)參(can)與(yu)學(xue)校(xiao)(xiao)(xiao)決策(ce)的民主權(quan)利。推(tui)行中(zhong)國特色大(da)學(xue)章程,堅持和完善黨(dang)委領(ling)導下的校(xiao)(xiao)(xiao)長(chang)負(fu)責制,充分(fen)發揮(hui)教師(shi)(shi)在(zai)高等學(xue)校(xiao)(xiao)(xiao)辦(ban)學(xue)治校(xiao)(xiao)(xiao)中(zhong)的作用(yong)。維護教師(shi)(shi)職(zhi)業(ye)尊嚴(yan)和合法權(quan)益,關心(xin)教師(shi)(shi)身(shen)心(xin)健康,克服職(zhi)業(ye)倦怠(dai),激發工作熱(re)情。

  六、切實加(jia)強黨(dang)的領導,全力(li)確保政策舉(ju)措落地見效

  26.強化組(zu)織保(bao)障。各級黨委(wei)和(he)政府(fu)要(yao)滿腔熱情(qing)關(guan)心(xin)教(jiao)師(shi)(shi)(shi)(shi)(shi),充分信(xin)任(ren)、緊緊依靠廣大(da)教(jiao)師(shi)(shi)(shi)(shi)(shi)。要(yao)切(qie)(qie)實(shi)加強領導,實(shi)行一把(ba)手(shou)負(fu)責(ze)(ze)制(zhi),緊扣(kou)廣大(da)教(jiao)師(shi)(shi)(shi)(shi)(shi)最關(guan)心(xin)、最直(zhi)接(jie)、最現(xian)實(shi)的重(zhong)大(da)問(wen)(wen)題,找準教(jiao)師(shi)(shi)(shi)(shi)(shi)隊伍建設(she)的突破口(kou)和(he)著力(li)點,堅持(chi)發展抓(zhua)公平(ping)、改革抓(zhua)機(ji)制(zhi)、整體抓(zhua)質(zhi)量(liang)、安全抓(zhua)責(ze)(ze)任(ren)、保(bao)證抓(zhua)黨建,把(ba)教(jiao)師(shi)(shi)(shi)(shi)(shi)工(gong)(gong)作(zuo)(zuo)(zuo)記(ji)在心(xin)里(li)、扛在肩上、抓(zhua)在手(shou)中,擺上重(zhong)要(yao)議事日程,細化分工(gong)(gong),確(que)定(ding)路線(xian)圖、任(ren)務書、時間表和(he)責(ze)(ze)任(ren)人(ren)(ren)。主要(yao)負(fu)責(ze)(ze)同志和(he)相(xiang)關(guan)責(ze)(ze)任(ren)人(ren)(ren)要(yao)切(qie)(qie)實(shi)做(zuo)到實(shi)事求(qiu)是、求(qiu)真務實(shi),善始善終、善作(zuo)(zuo)(zuo)善成,把(ba)準方向(xiang)、敢于擔當,親力(li)親為、抓(zhua)實(shi)工(gong)(gong)作(zuo)(zuo)(zuo)。各省(sheng)、自治區、直(zhi)轄市黨委(wei)常委(wei)會每年(nian)至少研究(jiu)一次教(jiao)師(shi)(shi)(shi)(shi)(shi)隊伍建設(she)工(gong)(gong)作(zuo)(zuo)(zuo)。建立(li)教(jiao)師(shi)(shi)(shi)(shi)(shi)工(gong)(gong)作(zuo)(zuo)(zuo)聯席會議制(zhi)度,解決教(jiao)師(shi)(shi)(shi)(shi)(shi)隊伍建設(she)重(zhong)大(da)問(wen)(wen)題。相(xiang)關(guan)部門要(yao)制(zhi)定(ding)切(qie)(qie)實(shi)提高教(jiao)師(shi)(shi)(shi)(shi)(shi)待遇的具體措施。研究(jiu)修訂教(jiao)師(shi)(shi)(shi)(shi)(shi)法。統籌現(xian)有資(zi)源(yuan),壯大(da)全國教(jiao)師(shi)(shi)(shi)(shi)(shi)工(gong)(gong)作(zuo)(zuo)(zuo)力(li)量(liang),培育一批專業機(ji)構(gou),專門研究(jiu)教(jiao)師(shi)(shi)(shi)(shi)(shi)隊伍建設(she)重(zhong)大(da)問(wen)(wen)題,為重(zhong)大(da)決策(ce)提供支撐。

  27.強化經(jing)(jing)費保(bao)(bao)障(zhang)(zhang)(zhang)。各級(ji)政府要將教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)隊伍建(jian)設(she)(she)作(zuo)為教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)投入(ru)(ru)重(zhong)(zhong)點(dian)予(yu)以優先保(bao)(bao)障(zhang)(zhang)(zhang),完善支(zhi)(zhi)出保(bao)(bao)障(zhang)(zhang)(zhang)機制,確保(bao)(bao)黨(dang)(dang)和國家關于教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)隊伍建(jian)設(she)(she)重(zhong)(zhong)大決策部署落(luo)實到(dao)位。優化經(jing)(jing)費投入(ru)(ru)結(jie)構(gou),優先支(zhi)(zhi)持教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)隊伍建(jian)設(she)(she)最薄弱、最緊迫的(de)領(ling)域,重(zhong)(zhong)點(dian)用(yong)于按規定提高(gao)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)待(dai)遇保(bao)(bao)障(zhang)(zhang)(zhang)、提升教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)專業素質(zhi)能力(li)。加(jia)大師(shi)(shi)范(fan)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)投入(ru)(ru)力(li)度。健全以政府投入(ru)(ru)為主、多渠(qu)道(dao)籌集教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)經(jing)(jing)費的(de)體制,充分調動社會力(li)量投入(ru)(ru)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)隊伍建(jian)設(she)(she)的(de)積極性。制定嚴格的(de)經(jing)(jing)費監管(guan)制度,規范(fan)經(jing)(jing)費使用(yong),確保(bao)(bao)資金使用(yong)效益。各級(ji)黨(dang)(dang)委和政府要將教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)隊伍建(jian)設(she)(she)列入(ru)(ru)督查(cha)督導工作(zuo)重(zhong)(zhong)點(dian)內容,并將結(jie)果作(zuo)為黨(dang)(dang)政領(ling)導班子和有關領(ling)導干部綜合考(kao)核評價、獎懲任(ren)免(mian)的(de)重(zhong)(zhong)要參考(kao),確保(bao)(bao)各項(xiang)政策措施全面落(luo)實到(dao)位,真正取(qu)得實效。
