二、核(he)心內(nei)容:鼓勵和支持高校、科研院所(suo)等事(shi)(shi)(shi)業(ye)單(dan)(dan)位(wei)對創(chuang)(chuang)新(xin)(xin)人(ren)(ren)(ren)才(cai)實行協(xie)(xie)議工(gong)(gong)(gong)資(zi)(zi)(zi)(zi)制(zhi)、年薪制(zhi)、項目(mu)工(gong)(gong)(gong)資(zi)(zi)(zi)(zi)制(zhi)等靈活(huo)多樣的(de)分配(pei)(pei)辦(ban)法;事(shi)(shi)(shi)業(ye)單(dan)(dan)位(wei)創(chuang)(chuang)新(xin)(xin)人(ren)(ren)(ren)才(cai)可在(zai)自(zi)創(chuang)(chuang)企業(ye)獲(huo)取報酬、分紅、配(pei)(pei)股;事(shi)(shi)(shi)業(ye)單(dan)(dan)位(wei)可按項目(mu)或年度發給(gei)創(chuang)(chuang)新(xin)(xin)人(ren)(ren)(ren)才(cai)突(tu)出(chu)貢獻(xian)獎(jiang);對創(chuang)(chuang)新(xin)(xin)人(ren)(ren)(ren)才(cai)實行績效工(gong)(gong)(gong)資(zi)(zi)(zi)(zi)傾(qing)斜(xie),傾(qing)斜(xie)部分不作為本單(dan)(dan)位(wei)績效工(gong)(gong)(gong)資(zi)(zi)(zi)(zi)調(diao)控基(ji)數;允許(xu)單(dan)(dan)位(wei)和科研人(ren)(ren)(ren)員共有(you)職務科技成果所(suo)有(you)權(quan),由“先轉化、后獎(jiang)勵”向“先賦權(quan)、后轉化”轉變;放(fang)(fang)權(quan)事(shi)(shi)(shi)業(ye)單(dan)(dan)位(wei)自(zi)主與創(chuang)(chuang)新(xin)(xin)人(ren)(ren)(ren)才(cai)協(xie)(xie)商確定協(xie)(xie)議工(gong)(gong)(gong)資(zi)(zi)(zi)(zi)、年薪、項目(mu)工(gong)(gong)(gong)資(zi)(zi)(zi)(zi)總額;放(fang)(fang)權(quan)事(shi)(shi)(shi)業(ye)單(dan)(dan)位(wei)自(zi)主與創(chuang)(chuang)新(xin)(xin)人(ren)(ren)(ren)才(cai)協(xie)(xie)議明(ming)確配(pei)(pei)股、分紅及分配(pei)(pei)辦(ban)法;放(fang)(fang)權(quan)事(shi)(shi)(shi)業(ye)單(dan)(dan)位(wei)自(zi)行確定創(chuang)(chuang)新(xin)(xin)人(ren)(ren)(ren)才(cai)突(tu)出(chu)貢獻(xian)獎(jiang)獎(jiang)勵額度;放(fang)(fang)權(quan)事(shi)(shi)(shi)業(ye)單(dan)(dan)位(wei)自(zi)主與創(chuang)(chuang)新(xin)(xin)人(ren)(ren)(ren)才(cai)協(xie)(xie)商確定離崗(gang)創(chuang)(chuang)業(ye)期間的(de)基(ji)本待遇。
三、享受人群
創新人(ren)才(cai)是事(shi)業單(dan)位高層次人(ren)才(cai)隊伍的(de)重要(yao)組成(cheng)部分,主(zhu)要(yao)是指事(shi)業單(dan)位聘用在(zai)專(zhuan)業技術崗位上從事(shi)科(ke)技創新或科(ke)技成(cheng)果轉化工作的(de)科(ke)研人(ren)員(yuan)。創新人(ren)才(cai)由事(shi)業單(dan)位根據推動(dong)知識和科(ke)技創新需(xu)要(yao),自(zi)主(zhu)確定(ding)。
四、申辦程序和所需材料
人(ren)力資(zi)源社會保障(zhang)部(bu)門對創(chuang)新(xin)人(ren)才(cai)(cai)薪(xin)酬激(ji)勵措施不作(zuo)審(shen)批(pi)。經(jing)主管部(bu)門同意,事業單位可(ke)自(zi)主與(yu)創(chuang)新(xin)人(ren)才(cai)(cai)協商(shang)確(que)(que)定協議工(gong)資(zi)、年(nian)薪(xin)、項(xiang)目工(gong)資(zi)水平(ping);可(ke)與(yu)創(chuang)新(xin)人(ren)才(cai)(cai)協議明確(que)(que)配股、分紅及分配辦法;可(ke)自(zi)行確(que)(que)定創(chuang)新(xin)人(ren)才(cai)(cai)突出貢獻獎(jiang)獎(jiang)勵額度;可(ke)自(zi)主與(yu)創(chuang)新(xin)人(ren)才(cai)(cai)協商(shang)確(que)(que)定離(li)崗創(chuang)業期間(jian)的基(ji)本待遇。
